A few days ago, Zhejiang Provincial Traffic Engineering Regulatory Bureau released the "State Analysis Report of Zhejiang Highway and Water Transportation Engineering Test and Inspection Industry in 2017" (hereinafter referred to as "Report") which showed that in 2017, there were 151 test and inspection institutions for Zhejiang Highway and Water Transportation Engineering (hereinafter referred to as "Inspection Institutions"), with the contracting volume exceeding 1 billion for the first time. In addition, for the first time in Zhejiang Province, the contracted business volume of Grade A testing institutions exceeded the sum of Grade B and Grade C testing institutions, and the market share tended to be centralized.


With the new round of construction, development and promotion of Zhejiang traffic during the 13th Five-Year Plan period, the testing and testing industry, which mainly serves the quality and safety inspection of highway and waterway engineering, has developed well in recent three years. According to the Report, by the end of 2017, there were 151 testing institutions in Zhejiang Province, ranking second in the country in number. Meanwhile, after three years of sustained and rapid growth, many indicators such as contracted business volume, business income, operating profit, scale of employees, investment in equipment and other indicators, the performance of the testing institutions in 2017 was impressive.


In terms of business income, in 2017, the contracted business volume of testing institutions in Zhejiang Province exceeded 1 billion yuan for the first time, with a cumulative business income of about 830 million yuan and operating profit of about 120 million yuan. In recent three years, the average annual growth rate of business income and operating profit exceeded 15% and 6% respectively. In terms of talent team, in 2017, the number of employees of testing institutions in Zhejiang Province exceeded 5000, and in recent three years. The average annual growth rate is nearly 7%, and the proportion of highly educated and qualified personnel has increased significantly. In terms of hardware facilities, in 2017, the total allocation of instruments and equipment in Zhejiang testing institutions exceeded 30,000 sets, with total equipment assets of nearly 550 million yuan. In recent three years, the proportion of newly purchased equipment assets accounted for nearly 25%, and the application of high-end instruments and equipment has increased.


It is noteworthy that, from the perspective of the qualification level of testing institutions, in 2017, the contracted business volume of the provincial level A testing institutions exceeded the total of the level B and C testing institutions for the first time. According to the report, in 2017, there were 7 first-class testing institutions, 72 second-class testing institutions and 72 third-class testing institutions in Zhejiang Province, accounting for 52.3%, 39.7% and 8% respectively. The responsible person of Zhejiang Provincial Traffic Engineering Supervisory Bureau said: "Less than 5% of the first-class inspection institutions, but more than 50% of the province's contracted business, the data show that the market share of Zhejiang provincial test and inspection industry is becoming more and more integrated and large-scale testing institutions concentrated trend."


Among 151 testing institutions in Zhejiang Province, the number and proportion of Grade B testing institutions are far higher than the national average. Such institutions have medium-sized and basically formed market space. In the next stage, the Bureau will continue to promote the standardization and healthy development of the provincial testing industry, actively conform to the market development trend, gradually establish a government-led survival mechanism for the fittest, promote the provincial testing institutions to become bigger and stronger, comprehensively improve the level of testing capacity, and build quality projects for high-quality and high-level.
