At present, there are scattered, chaotic, weak and small problems in domestic inspection and testing industry, which have seriously restricted the development of inspection and testing technology and the improvement of service capacity, and restricted China's progress towards a strong quality country. Recently, Li Xinshi, president of the Chinese Academy of Inspection and Quarantine Sciences, told Sci-tech Daily in an exclusive interview.

Among them, state-owned institutions have abundant funds, advanced equipment, complete service items and a wide range of services, undertaking mandatory quality inspection and testing tasks.

However, some private organizations have the advantages of fast expansion, low price and high service efficiency because of their flexible mechanism, diversified operation modes and high decision-making efficiency. However, compared with the state-owned and foreign-funded institutions, the overall technical strength of private institutions is not strong, the ability to resist risks is weak, it is difficult to strengthen and expand, mostly serving small and medium-sized enterprises. In recent years, foreign-funded institutions have seized the inspection and testing market of most of China's export business by virtue of their rich experience, strong professionalism, wide range of fields involved and high credibility.

The reporter understands that from the scale of inspection and testing market, China is already “ &rdquo, a world power. At present, our country has third party inspection and inspection institutions about 3.3, and more than 300 certification bodies. In 2017, the volume of inspection and testing business has exceeded 300 billion yuan. In recent years, the number of private inspection and testing institutions has maintained a high growth rate, increasing by more than 30% in succession for several years, which has become a new force to promote the development of inspection and testing market.

Li Xinshi believes that although in the food, new materials and other industries, China's inspection and testing technology has been in the forefront of the world, but it is not yet & ldquo; world power & rdquo;. The outstanding problems of the industry are the lack of a global brand and national flagship team, and the dispersion in different fields, mostly relatively weak institutions.

Industry insiders revealed that although domestic inspection and testing institutions are flourishing everywhere, there are not many real strength, and even many inspection and testing institutions basically have no income. In order to survive, some organizations adopt “ black box operation ” with the production enterprises, which clearly fails to meet the standards of products, but issued certificates of inspection and testing, seriously disrupting the market.

Li Xinshi calls for: & ldquo; strengthening supervision and management at the national level, improving access to inspection and testing & lsquo; threshold & rsquo; establishing an evaluation and withdrawal mechanism for institutions, eliminating the phenomenon of & lsquo; Certification & rsquo; giving full play to market means, promoting integration; paying attention to technological innovation and researching new technologies and technologies of inspection and testing And new methods to comprehensively upgrade the technological level and market competitiveness of the industry. ”

Wu Zhaosheng, president of Changzhou Vocational and Technical College of Engineering, told reporters that in order to change the development status of inspection and testing in China, it is necessary to speed up the building of an international inspection and testing team with combat effectiveness and high efficiency. It is understood that Changzhou Engineering Vocational and Technical College has signed a cooperation framework agreement with the Chinese Academy of Procuratorial Sciences. It will jointly build a collaborative innovation center for digital learning resources and a Jiangsu branch of East China Testing Center, and jointly initiate the establishment of a national inspection, testing and certification vocational education group to jointly build a mixed ownership inspection and testing and certification college. We should speed up training our country's urgently needed compound high quality inspection and testing talents.
