There are six chapters and twenty-five articles in the "Rules of Assessment". The composition, content, process and discipline of the judicial appraisal team for environmental damage are detailed and specific, with high standards, strict requirements and strong operability. First, expert responsibility system should be adopted in the evaluation, and the evaluation experts should be subject to the management and supervision of the judicial administrative organs. Second, the evaluation work is to set up an expert evaluation group for each appraisal item, with no less than three experts in each evaluation group. During the period of review, a liaison officer is appointed from the Judicial Appraisal Authority of the Department of Justice to be responsible for the related administrative affairs, such as contacting experts. Thirdly, the contents of the evaluation are specified and indexed in the form of tables, which clarify the applicant's site area, the nature of residence and functional area, formulate the allocation standards of instruments and equipment in each field of environmental damage, and clarify the assessment methods of professional and technical abilities of professionals. Fourth, the evaluation forms mainly include hearing the applicant's report and reply, consulting the relevant application materials, checking the workplace and environment on the spot, on-site inspection and evaluation, assessing professional and technical personnel, and reviewing the simulation system. Fifthly, after the evaluation of the evaluation team, it is necessary to issue the "Expert Assessment Opinion on Environmental Damage Judicial Appraisal", including the basic situation of the evaluation, the main basis of the evaluation and the conclusion of the evaluation. Sixth, make clear the working discipline, and the evaluation experts may not accept, ask for gifts, property or obtain other benefits in the evaluation activities. Once found, the evaluation is invalid and the evaluation experts are dismissed.
