After more than half a year's certification and verification, "Dalian Inspection and Inspection Institution Service Certification" as the first service certification of inspection and inspection industry in China has completed the Dalian Institute of Product Quality Inspection, Dalian Institute of Measurement and Inspection, Dalian Building Materials Product Quality Supervision and Inspection Station under Dalian Inspection and Inspection Group. Dalian Boiler and Pressure Vessel Inspection Research Institute, Dalian Special Equipment Inspection Research Institute and Dalian Standardization Research Center issued certification certificates, and gave the certification conclusions of three five-star and three four-star.

According to the relevant person in charge of the certification office of Dalian Quality Supervision Bureau, in recent years, Dalian inspection and testing institutions have developed rapidly. By the end of 2017, 199 provincial-level certification inspection and testing institutions had been established in Dalian, accounting for 14.4% of the province, an increase of 8.7% over 2016. The government's mandatory and monopolistic task of quality inspection and inspection is not strong in service consciousness, and there is still a certain gap in meeting the wider market demand. Implementing the certification of inspection and testing services, scientifically measuring the satisfaction degree of the functions, safety, timeliness, comfort, ecology and economy of inspection and testing institutions'services, and effectively identifying the information that institutions need to improve their services according to the scoring situation under review and the corresponding certification standard terms and requirements. It points out the direction of improving service quality and management level of enterprises, which will effectively promote the healthy and orderly development of inspection and testing industry.
It is understood that service certification is a third-party certification of whether the service and management of service providers meet the relevant requirements by using conformity assessment technology. It has the characteristics of paying attention to customer perception, improving and improving the service quality of licensed organizations, and providing basis for customers and governments to purchase services. After more than 10 years of development, China's service certification has been widely used in logistics, medical, property, pension, automobile repair, catering, government affairs, sports, education, family services, e-commerce and other fields. By the end of 2017, China has issued a total of 5051 valid service certifications, 61 in Liaoning Province and 12 in Dalian.
