National motor vehicle inspection institutions special inspection officially started

Recently, the accreditation and Supervision Commission and the Ministry of Ecological Environment jointly launched the special inspection of qualification accreditation of ecological environment monitoring agencies and motor vehicle inspection agencies in 2018. This supervision and inspection will be carried out in 100 ecological environment monitoring institutions and 100 motor vehicle inspection institutions nationwide.

  

Recently, the State Accreditation and Accreditation Supervision and Administration Commission and the Ministry of Ecological Environment jointly convened the mobilization and deployment meeting of the 2018 special supervision and inspection of the qualification and data quality of the ecological environment monitoring agencies and motor vehicle inspection agencies. The relevant leaders of the Laboratory, Inspection and Supervision Department of the National Accreditation and Accreditation Commission and the Monitoring Department of the Ministry of Ecological Environment attended the meeting, and all the inspections The group leader and more than 80 members attended the meeting.


The purpose of this supervision and inspection is to implement the "Opinions on Deepening the Reform of Environmental Monitoring and Improving the Quality of Environmental Monitoring Data" issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council, further standardize environmental monitoring and motor vehicle inspection activities, and crack down on fraudulent testing data.


The meeting made it clear that the special inspection will strictly comply with the relevant requirements of "double randomness, one openness", and the provincial market supervision and management department and the ecological environment department will organize a comprehensive self-examination of the ecological environment monitoring institutions and motor vehicle inspection institutions that have obtained certificates of qualification in the administrative region; 100 students will be selected at the national level. The State Environmental Monitoring Agency and 100 motor vehicle inspection institutions conduct special inspections.


The key points of self-examination and special inspection are the qualification confirmation of the institution, the scope of monitoring capability, the verification and calibration of instruments and equipment, the use of reference materials, original records and monitoring reports.


Previously, the State Accreditation Supervision Commission and the Ministry of Ecology and Environment issued a circular on the implementation of the special supervision and inspection of the qualifications and data quality of the ecological environment monitoring agencies, motor vehicle inspection agencies in 2018. According to the notification, the contents of self-examination and special inspection mainly include qualification confirmation and monitoring capability scope, calibration of instrument and equipment, use of reference materials, monitoring reports and original records, etc., and crack down on fraudulent acts such as tampering with, forging monitoring data and reports.


This supervision and inspection requires that all provincial quality and technology supervision bureaus (market supervision and management departments) and environmental protection bureaus (bureaus) organize their own comprehensive self-inspection work and submit inspection plans to the accreditation and Supervision Commission and the Ministry of ecological environment respectively by July 30, and the inspection results by October 31.


CNCA jointly with the Ministry of environment in early July to complete all aspects of the special inspection of the preparatory work, the implementation of on-site inspection from July to September, before the end of November to form special inspection report and the handling results before the end of December to the public informed inspection.
