In optimizing the layout of the international market, we will take the "one belt and one way" related countries as the focus of the development of the import sources; actively promote negotiations with the relevant countries and regions, and speed up the construction of a high standard free trade area network based on the periphery, radiating the "one belt and one road" and the whole world; and implementing imports from the least developed countries. In terms of improving the conditions of trade liberalization and facilitation, the Opinion calls for vigorously fostering a number of national import trade promotion innovation demonstration zones with obvious import trade characteristics, perfect trade facilitation measures and prominent demonstration driving role; optimizing the import customs clearance process, promoting the reform of national customs clearance integration, and creating an international first. At the same time, we should further standardize import non-tariff measures, implement the state's tax reduction and fee reduction policy for enterprises, strictly implement the publicity system of fee collection items, clear up unreasonable charges in import links, accelerate the improvement of domestic business environment, strengthen the construction of foreign trade integrity system and intellectual property protection, and promote the recall system of defective imported consumer goods as the core.
