The seminar "General Procedure Specification for Judicial Appraisal of Product Quality (Second Draft)" was held in Taiyuan, Shanxi Province from May 25 to May 26. Guo Huaiqing, Deputy Bureau of Forensic Appraisal Administration of Shanxi Judicial Department, Shen Ruohong, President of Shanxi Institute of Mechanical and Electrical Design, Lu Yingxi, Secretary-General of Shanghai Institute of Forensic Appraisal Theory, Liu Xuesen, Yan Jinglin, Director of Suzhou Huabi Institute of Forensic Appraisal, and Huabi, Suzhou Deng Qinqiu, President of Liaoning Judicial Appraisal Association, Wu Zhengxin, President of Zhejiang Bozhi Academy of Judicial Appraisal Science, Wuqing, Dalian Institute of Quality Inspection and Judicial Appraisal, Li Shanqiao, Director of Sichuan Special Equipment Judicial Appraisal Center, Liu Zhihong, Sichuan Special Equipment Appraisal Center, etc. Liu Yingyu, a judicial expert center, and Wu Guibao, a Shanghai Quality Inspection Association, attended the meeting.

Experts at the meeting had a heated discussion on the general rules, rules and provisions of the General Procedure Specification for Judicial Appraisal of Product Quality (Second Draft). The general discussion includes: the scope of identification, normative citation documents, terminology and definition, identification classification, basic requirements, identification basis, identification methods, Commission and acceptance, and the implementation of judicial identification. Detailed discussion includes: organization requirements, personnel requirements, equipment requirements, procedure requirements, identification, classification and commissioning of specific refined product areas. After two days of serious discussion, the participants reached a consensus on the contents of the second draft. We are confident that in the process of many revisions and various opinions, we will be able to formulate a standard text of product quality forensic appraisal which is innovative in theory, instructive in industry and highly operational.

The General Procedure Specification for Judicial Appraisal of Product Quality was approved by the Judicial Appraisal Administration Bureau of the Ministry of Justice in August 2016. The Huabi Judicial Appraisal Institute and Shanghai Judicial Appraisal Theory Research Association undertook the specific research work.
